Created by the Residence Act of 1790 as a federal district, not a state, so no one state would host the capital.

Militia. DC National Guard: the President is commander in chief in every status, including militia status (DC Code §49-409). Command runs through the Secretary of Defense and the Secretary of the Army or Air Force to the Commanding General. The Mayor has no command authority.
